James Lewis is a leading expert on technology and strategy at the Center for Strategic and International Studies (CSIS). Before joining CSIS, he served as a diplomat and a member of the Senior Executive Service, distinguishing himself as an early identifier of emerging technology and security challenges.

Lewis has crafted pioneering policies on cybersecurity, encryption, remote sensing, spectrum management, and high-tech exports to China, including 5G, software, and semiconductors. His contributions were instrumental in shaping the Wassenaar Arrangement.

Lewis has served as a senior adviser for four UN Groups of Governmental Experts on Information Security, where his work on norms for cyberspace stability remains foundational. He also leads a long-standing track 2 dialogue with the China Institutes of Contemporary International Relations, fostering dialogue on critical global issues.

Currently, his research focuses on national innovation strategies and the political, economic, and security impacts of digitalization. Earlier in his career, Lewis advised two combatant commanders on political matters, further cementing his expertise in international affairs and security.

An accomplished author, Lewis has published extensively at CSIS and is a frequent media commentator. He has testified before Congress numerous times and contributed to federal advisory committees. Lewis holds a Ph.D. from the University of Chicago.

The topic of his presentation will be: "AI's Geopolitical Shadow: The Impact of Artificial Intelligence on War, Cyber Security, and Foreign Relations/Policy."
